Mike Davis is one of the public's favourite whipping boys. Often when someone complains about spending at city hall, they usually make reference to Davis' salary, irrespective of whether he's actually doing a good job or not. Davis, you might remember, was hired to handle the city's communications department, which includes "citizen engagement." So, with tongue planted firmly in cheek, he does get the citizens engaged.
